This is a draft for comment of the benchmarking tool for regions. At this point it is a prototype which we seek to refine based on feedback. We feel that it is best applied in each of your regions after Vancouver once a/ we have that feedback electronically b/ we have some face to face discussion and c/ we have done some trialling. Unlike the HEIs tool it has not been used before so we need to do get this feedback before using it. However we feel that you should all see this version as soon as possible and in advance of the reviews. Please treat this as confidential material, but Link Persons do share it amongst your colleagues in your region with the caveats above.
