Communities in new media - Call for contributions
We are looking forward to host the 20th Conference "Communities in New Media" [GeNeMe '17] at the Dresden University of Technology from October 18th - 20th, 2017. The currently discussed digital transformation processes (Industrie 4.0, IoT) are central to GeNeMe 2017. The focus is on innovation and research, methods and tools for the digital mapping of knowledge-intensive cooperation in increasingly heterogeneous communities (augmented knowledge communities). Further impulses come from the fields of knowledge visualization and knowledge-based architecture. In addition to the informal and media-technological analysis, the practice of (organizational) knowledge integration, whether through knowledge management, learning or education processes, is also considered. Call for proposals: Access to postsecondary education
The 2nd World Congress on Access to Postsecondary Education will take place November 1-3, 2017 at the University of São Paulo in São Paulo, Brazil.
The Global Access to Postsecondary Education (GAPS) initiative will convene the second World Congress devoted to equitable access to and success in postsecondary education. Call for papers: International conference on networked learning
We are pleased to announce the Call for Papers for the Eleventh International Conference on Networked Learning in Higher Education, Lifelong Learning and Professional Development. The conference is Hosted by Zagreb University of Applied Sciences at the Hotel Dubrovnik, Zagreb, Croatia, on the 14th, 15th, 16th May, 2018. Keynote Speakers: Peter McLaren - Chapman University, California, USA and Laura Czerniewicz - University of Cape Town, South Africa. The 26th annual conference of the European Access Network (EAN) will take place September 20-22, 2017 at the Justus-Liebig-University in Giessen, Germany. It is hosted by ArbeiterKind.de, Germany's largest network for first generation students. The overall conference theme is 'Sharing stories of empowerment: Creating new strategies for diversity and inclusion in higher education'. Workshop: Labour market matching processes in the 21st century
The workshop "Labour Market Matching Processes in the 21st Century" will be held in Brussels on June 26th, 2017 at the Centre for European Policy Studies (CEPS). The purpose of the event is to bring together policy makers, academics, and practitioners to engage in a lively discussion on four timely topics related to labour market matching processes: 1: Refugee labour market integration, 2: Changing nature of jobs, 3: Learning technology, data modeling, curating and analytics, and 4: Vacancy mining and analysis. The participants will have a chance to listen to keynotes by Patricia Reilly, an expert in the Cabinet of Commissioner Tibor Navracsics, and Janine Berg, a senior economist in the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK) of the International Labour Office in Geneva, Switzerland. VETNET programme at ECER 2017
The European Conference on Educational Research ECER 2017 takes place at Copenhagen from 22 - 25 August, the Emerging Researchers' Conference ERC starting on Monday, 21 August (www.eera-ecer.de/ecer-2017-copenhagen). Registration is open until 1 July 2017. The Vocational Education and Training network VETNET will again be present with an attractive program. This year, the main topics covered by VETNET are: Attractiveness of VET; Transitions from school to work; VET teachers' initial and continuing education and training; Pathways through VET; Leaning in VET and prevocational settings; VET in the health sector. The VETNET opening session is dedicated to recent VET developments in Denmark, the Northern countries and the wider Europe, welcoming two keynote speakers, Vibe Aarkrog and Christian Helms Jørgensen, and two discussants, Karen Evans and Lorenz Lassnigg. Open consultation about CEDEFOP and ETF
The European Commission started an open consultation about CEDEFOP, ETF and two more European agencies. The consultation aims to collect information and opinions from the general public and stakeholders to support the on-going evaluation of the four Agencies under the remit of DG Employment, Social Affairs and Inclusion, particularly on 1) the assessment of the Agencies' work regarding relevance, effectiveness, efficiency, coherence and EU added value, and 2) the future of the four Agencies, gathering new ideas on issues central to their future, including cross-cutting and governance issues. Transitions to VET and the labour market : Conference report
A European conference on the theme of "Transitions in VET and Work, the European Perspective" was held in Brussels on 7 February 2017. The two research centres responsible for organising the conference, long-standing partners BIBB and Céreq, brought together eleven European institutions for this occasion. These organisations were invited to take part in the debates and to tell of their expectations in terms of vocational training policies in Europe. The debate highlighted the need to strengthen the links between researchers and policy makers in order to satisfy the needs for qualitative data and analyses. The Directory of Professional Contacts (www.dpc.wifo-gate.org), maintained by the Research Forum WIFO, serves as a Who's who, offering up-to-date information on more than 200 contacts across 30 countries in the field of transnational European VET and HRD research. Each person included in the DPC is both a producer of transnational research and an active transnational networker. The criteria for inclusion in the DPC, and the references to individual professional work are explained in the introduction. Doctoral program in innovation and land use management

ProNet - Integrating university drop-outs into VET
The first Newsletter of the project "ProNet - Pro Networks: Supporting inter-sectorial networks in the integration of university drop-outs into vocational education and training" (Erasmus+) has been published. An online tool is being developed for this target group. It serves the documentation of learning achievements from studies as well as the documentation of competencies from informal and non-formal learning. The tool is supplemented by the possibility to create an activity portfolio based on the Holland typology (https://en.wikipedia.org/wiki/Holland_Codes). After the assessment, ICT training courses will be displayed to suit the activity profile. The results of the online tool can be printed and further used in a consulting process. Furthermore, ProNet has two main objectives at European level: On the one hand, in the context of a mobile European labor market, a higher permeability of the education systems is to be achieved, and on the other hand the formation of a "European Area of Skills and Qualifications". Continuing professional development platform
In January 2017, the European Training Foundation (ETF) launched a second round of the demonstration projects to support continuing professional development for teachers and trainers in Vocational Education and Training in the SEET region (Albania, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia, and Turkey). These projects will be implemented with the support of the Network of Education Policy Centers. Replay-Vet project
Céreq is involved in the partnership set up with seven other institutions for the REPLAY-VET project. It is an ERASMUS+ strategic partnership which aims to provide disadvantaged and low-skilled people with targeted opportunities to acquire VET skills to cover the job vacancies in Europe resulting from replacement demand. REPLAY-VET will provide enhanced VET opportunities for people furthest from employment, including an innovative new strategy to identify those low-skilled positions in critical sectors that will have the greatest impact in the future, and best practice strategies aimed at strengthening the key competencies of low-skilled people.

Multilingual knowledge generation in vocational education
I am writing in the hope of finding others potentially interested in researching multilingual knowledge generation in vocational education. I have previously researched apprenticeship systems in England, Finland and France. This research has led me to think about the languages in which research from these local contexts is disseminated to policy/academic audiences, and the potential implications for 'global' knowledge generation. New issue of IJRVET: Vol. 4, Issue 1
The International Journal for Research in Vocational Education and Training (IJRVET) has published a new issue. Perhaps no other challenge preoccupies governments and citizens in the Mediterranean regionthan the mass unemployment of young people, many of who have invested in higher education in the hope that ability and effort lead to fulfilling lives. Transitions to independent adulthood are, however, frustratingly long drawn-out, and often jeopardised by labour markets that are neither youth-friendly nor meritocratic. While such challenges require structural responses at the macro-economic level, career education and guidance have an important role to play in addressing both the public and private good, and in furthering the social justice agenda. This volume provides a state-of-the-art review of career education and guidance in Southern Europe and the Middle East and North Africa Region, presenting a multi-faceted portrayal of the situation in each country as well as overviews of cross-cutting themes that are especially relevant to the context, such as women's career development in the Arab states, job placement support for refugees, and the impact of faith on livelihood planning. Remedial interventions in tertiary education are under scrutiny in most OECD countries. They are particularly important in a context of increasing demand for skilled workers. However, they are often costly, and their efficiency in boosting student performance has been questioned. This debate has gained particular relevance in England, given recent policy changes that require students who do not get at least a grade C in English or maths in GCSE to repeat exams in these subjects. The objective of this literature review is to provide an overview of recent empirical work on the impact of remediation policies in post-16 education on the outcomes of students, in terms of educational achievements and qualifications. The construction of the learning active citizen
John Field & Michael Schemmann (2017). International organisations and the construction of the learning active citizen: An analysis of adult learning policy documents from a Durkheimian perspective. International Journal of Lifelong Education. Volume 36, Issue 1-2 [Details]
The article analyses how citizenship is conceptualised in policy documents of four key international organisations. The basic assumption is that public policy has not turned away from adult learning for active citizenship, but rather that there are new ways in which international governmental organisations conceptualise and in some cases seek to operationalise active citizenship in the context of their thinking on lifelong learning. We argue that the language of citizens and citizenship continues to be an important thread in the publications of these organisations. The theoretical framework of Emile Durkheim is referred to, since his work helps to explore and address the changes. The analysis of Durkheim draws attention to the crucial role of intermediary bodies which serve as a restraint on both individuals and state.

Guiding workplace learning in VET
Susanna Mikkonen, Laura Pylväs, Heta Rintala, Petri Nokelainen and Liisa Postareff (2017). Guiding workplace learning in vocational education and training: a literature review. Empirical Research in Vocational Education and Training. Volume 9, Issue 9 [Details]
This literature review provides an overview of the empirical research concerning guidance in the context of vocational education and training (VET). The study examines practices, providers and supporting and hindering factors related to guidance and learning at the workplace. The number of original research articles included in this review is 18. In 13 articles the research was carried out in Europe (UK, Finland, Norway, Denmark, Netherlands or Switzerland). Other countries included the USA, Australia, New Zealand and Canada. The results show strong evidence for the collective nature of workplace guidance, with the entire work community providing learners with guidance and assistance. Guidance provided to VET students at workplaces seems to relate strongly to the activities of the members of communities of practice. Guidance provided by the members of communities of practice opens up opportunities for learners to participate in collective practices by gradually assuming more responsibility and more demanding tasks as their skills develop. The learner's self-regulative skills, such as responsibility and the ability to take the initiative and to actively seek guidance, affect how guidance is afforded to him/her in the work community during training. Furthermore, these skills may also determine the learner's prospects for developing expertise in future workplaces.

Modern journeyman

This article introduces the European Union's ERASMUS programme, a structured student mobility programme, whose aim is to serve the growth of the EU's intellectual capital. Students participating in ERASMUS are modern journeyman, who travel abroad to gain knowledge and skills, and then return to their home country to make use of the experiences earned abroad. Unlike in Medieval Europe, where young men travelled on their own, the 21st century offers a structure for such mobility. Since the EU has realized the importance of intangible assets such as intellectual capital, student mobility has a supporting environment. It will be shown how the ERASMUS programme is connected with the EU's policy and where its roots come from. Moreover, an example from Hungary will be presented in addition to the connections that can be found with Asia's student mobility.
